Abstract

In the first section of the essay, the subject of the analytical concept is discussed, which can be subjective, which can generate a complication for the evaluation since it is not the same as how people perceive it. Then the implementation proposal made by the OECD is discussed, where it proposes eight implementation phases where evaluation, evidence and qualification are considered. It continues with the proposal of challenges made by CONARE regarding the teaching qualification proposed by CONARE CR. Finally, a proposal made by the European Framework for digitally competent educational organizations where it proposes to provide support to educational organizations to proceed with their digitization in a systematic and strategic way and so that policy makers can design, implement and evaluate interventions. of policies for the integration and effective use of digital learning technologies in Education and Training.
